The road surface at the base of this tree is rough and irregular by greater than 40mm.

This road is a bikeway.
To avoid the surface a cyclist has to move 2 metres out from the kerb.
This will cause impact with a passing vehicle not expecting the cyclist to change the line of travel.
Impact with the road surface will cause damage, injury, risk of a fall or impact with passing car.
